EALGA considers Local Authorities, the National Associations of LGAs and the Umbrella organisation at the regional level as key Vehicles in ensuring success in the dissemination process. This is supported by the fact that local authorities presence can be found through out the co-operating countries: - ALAT (Tanzania) - 122 Local Authorities (10,379 Village Councils) - ULGA (Uganda) - 79 District Councils plus 1,000 other tier authorities - ALGAK (Kenya) - 175 Local Authorities - RALGA (Rwanda) - 30 District level Local Authorities plus the City of Kigali - ABELO (Burundi) - 129 Communes. The leadership at the local level is democratically elected and best placed to reach the communities. Ownership of the East African Community should be entrenched at the Local level to facilitate ownership by the common man/woman (Mzalendo).
