EALGA considers Local Authorities, the National Associations of LGAs and the Umbrella organisation at the regional level as key Vehicles in ensuring success in the dissemination process.  This is supported by the fact that local authorities presence can be found through out the co-operating countries:

- ALAT (Tanzania)    -    122 Local Authorities (10,379 Village Councils)
- ULGA (Uganda)    -    79 District Councils plus 1,000 other tier authorities
- ALGAK (Kenya)        -    175 Local Authorities
- RALGA (Rwanda)    -    30 District level Local Authorities plus the City of Kigali
- ABELO (Burundi)    -    129 Communes.

The leadership at the local level is democratically elected and best placed to reach the communities.   Ownership of the East African Community should be entrenched at the Local level to facilitate ownership by the common man/woman (Mzalendo).

  • Harmonisation of the laws affecting the Co-operating Countries touch on local authorities which derive their by-laws or ordinances from National Acts of Parliament. 
  • The enforcement of the by-law/ordinances impact on the small and medium size enterprises that locate on specified sites within the jurisdiction of local authorities.
  • Enforcement of Town Planning ordinances and Building By-laws dictate the type of structures that have to be constructed.  This affects the speed with which SMEs locate in the chosen municipality/local authorities.
  • The movement of persons, the regulation of business activities at the local level all impact on the investor and the movement of goods across the common borders.
  • Over all observation is that there is need to improve local authority capacity to deliver at the local level for the communities to benefit from Co-operation at the Regional level.
